Prices are going to be high for such an exotic location. If you want lower prices go for a less uncommon location. Prices in DE start at $6/year

Seoul is close to Dubai? What? That's like 1/3 across the planet. You might as well say "get a London server for great connectivity to New York" to someone asking for a US server.
Mumbai India is perhaps the OP's best bet if they want good Dubai proximity without shelling out the exotic location premium.
