I have a question. Why are there many free web hosting, but no free vps, except Oracle？Is there a huge difference in cost?

Why don't you try and be the first one who offers free VPS for everyone with no strings attached?And then, you would figure it out a huge difference in cost.
Because the world is fucked so we cannot have nice things
Just ask how many Oracle accounts a lot of MJJ have, ask how many abuse are there on free and low cost service.
Human sucks
VPS can do more, so many people abuse it.

There are probably more options out there, but you’ll need to dig a bit deeper. Some services may require a credit card or an active profile on platforms like LowEndTalk, which is understandable as a way to prevent abuse.
For free hosting you can set aside one cheap server and put there hundred users no problem.
Oracle is a smaller player so need to pull people in and so have a more generous free tier.
Azure, AWS and others listed by Hajt also have free tiers inc 12 month free VPS too.

If I would have almost no money at all I would buy 7 euro vps for a year and stay on it,
if you can pay for your SIM card and data or home Wi-Fi, I am sure you are able to find 7 euro somehow right.
Sometimes there are free products that made by good people for worldwide with positive intentions from their hearts,
but usually all those are kind of trap for some reasons.

Usually a VPS has a dedicated IP (unless it's a NAT vps), which costs money and the OS takes up a lot of resources.
Free web hosting usually uses a shared IP and takes up a lot less resources.
Oracle, no idea, I don't touch that. Maybe that's why it's free.
It's also that Oracle is a big company with lots of money. They offer a "free VPS" in order to try to gain market share against AWS and Azure.
Yet LEB providers are still in business due to Oracle's bad reputation. Heck, when CentOS collapsed people rushed to Alma/Rocky because of Oracle's litigious history.

Than there me who tried to get one with legit info and it always fails.
If I wanted to hand out money I'd rather give it to feed homeless people.
