i'm from Chile, the PING to that IP is 280-340ms, worst to any America Location, are you sure your servers are located in Chile? i'm in Santiago, to get that latency to Santiago...
Also the range of that IP is entirely filled with .RU .TK and .ML domains... that's odd

Definitely in Chile, but not great routing.
45.82.249.1 is definitely in Santiago, Chile
But cogent as the only upstream doesn't really provide the best local routes.

it is in south america based on ping, geolocation is often wrong

There are definitely some oddities with the routing of the test IP.
Sadly, from most locations inside Chile, seems to have better latency directly to US, than to "this Chile"
Nice host with so many locations but not for anything serious.
