You won't find .me/.com for 2-3$ forever. At best it will be for 1 year only.
There is a minimum cost price defined by Verisign (for .com), and I think logically (based on the prices I see) it's somewhere near the 7-10$ range
Any registrar has to pay the cost of the domain, then add a small margin when they sell to you to make a profit.
What happens with those 2-3$ offers is that those registrars make offers, and lose money the first year as a marketing strategy (you pay less than what the domain costed them), hoping they can get you to renew the next year and make up the money they lost in a couple of years when you renew.
For that price range your best bet is numbers only .xyz
It's even less than $1.
Occasionally, one.com offers 2$ registration/transfer promotions. This is the only lowest price .com domain I know.

I don't think you'll find a .com or .me domain in the $2–$3/year range unless it's through a special promotion. Even then, the renewal cost will definitely be higher. I recommend slightly increasing your budget for more reliable and long-term options.

namecheap.com looks good as its name suggests, but namesilo.com is the place I put my domains with.

It is not possible to get .com or .me for that low price. You should check out .top through, which you can buy a new domain in that TLD for that budget.
Only trade off is you’re forced to use their DNS. For some people (like me) this isn’t a problem, but worth mentioning for others.

Domains with very cheap first year prices usually get expensive when you renew. It's better to buy domains at their normal price from the start, like .com for around $10–$15. If you go for $2 first year, then second year would be $20 or$25
