Or get a cheap VPS if you need more bandwidth or control, there are a few providers that have high/unlimited bandwidth VPS offerings, perfect for a proxy server. I recommend @DeluxHost (Netherlands) or @ColoCrossing (US).

I think you are inquiring about dedicated IPv4 addresses. No provider can sustainably offer a plan with 100 dedicated IPs for $30. You can expect to pay closer to $100 for a /25 subnet (128 IPv4 addresses), and even that is a stretch.
