I have bought 1 vCPU (E5-v4) 2GB DDR4 RAM 40GB PURE SSD Unmetered Bandwidth . I paid 11.24 usd with crypto. CPU performance is bad. Geekbench 6 400 points bad. I wont share the provider for now because ticket is not older than 24 hours (gotta give em some time mate). Am I cooked?

If its CPU E5-2680 v4 500-600 is normal, depends how heavy is oversold. And if you paid that yearly , that score is expected.

40 GB SSD, 2GB ram, unlimited bandwidth - not bad for 11 usd / year even if the CPU is crap there could be some uses for it.
As cooked as my Mettbrötchen (day 3 of only eating Mett btw). Depending on the E5-v4 400-700 can be expected. So nothing wronge here. Would you mind providing us YABS? Just censor the network information, so we cant see the provider
That's how E5 should be... Even a bit complicated shell script can use up 35% of one core on my HDC.

If such a geekbench is enough for you to create a ticket on a provider you paid $11/y, I understand why decent providers hate doing any lowend sales.
