you can pick any LIR and they'll register you and sponsor you for an ASN and lease you a /48 (or maybe more) for 70-200EUR/year or so.
if you buy any IPv4 space from a random broker/marketplace (~10 000EUR for a /24, approximately linear as space goes up) then any LIR can sponsor you to hold that, for ~100-200EUR/year.
if you want to join the RIPE IPv4 /24 waiting list, then it has nothing to do with any of the above, and you need to register with RIPE as an LIR yourself, for 1700EUR/year + 1000EUR one-off joining fee, plus fees for any ASN or IPv4 space you hold (https://www.ripe.net/publications/docs/ripe-828/).

There is no such thing as PI waitlist.
Only possible for LIRs themselfs. And with RIPE you don't need a LIR sponsor, that is not a thing, you become one yourself and pay 1.8k EUR a year.
Afaik, LIRs receive PA too.
No, I think thats called PI because it can be transfered to other LIRs/RIRs after 2 years.

Correct but he has 3 or 4 of them unused which you will borrow I guess.
'Borrowing' in the sense that the ASN is leased out without a transfer is against RIPE's PI Policies anyway :P
Haha then swedendedicated can't do 16 bit ASNs via RIPE.
That is interesting, especially considering the tons of other companies that do this.
Do you have a source for this? I checked ASN policy quickly and nothing that specifically rules this out.
Please see RIPE-637, ASN space is regarded as Provider Independent (PI) therefore this policy applies here.
