You can receive emails using something called catcall account (for each domain you configure)
If you do not have a valid reason any provider providing unlimited will have a clause somewhere that will ban you without refund for abusing
There is no such thing as unlimited.
Please use common sense first. Yes you want to save money but keeping common sense aside will cause grief to no one except you.

I have a domain (education-related), where email accounts for students will be created (200-250 in number).
Very minimal usage of email accounts (mostly receiving updates).
I know there are no unlimited email accounts; my old provider allows 999 email accounts to be created in the name of unlimited.
You are better off checking Google edu in that case. Well worth the money spent
If you have at least 200 - 250 students then I think this is the right time to switch to at least a VPS instead of a cheap shared hosting.
It will give you more power, resources, flexibility and control
it is a private institution and members are already used to webmail access
Just use some email hosting?
Most will provide unlimited accounts.
By separating the shared hosting and email, in your case, it can actually be cheaper than before.

You can run own webmail on vps, let it be included in mailcow or any other all-in-one solution or deployed manually (see roundcube+postfix+dovecot)
This way no one can realistically limit how much accounts/domains you are allowed to have. Literally unlimited (well as long as you don't run out of inodes/storage)

Buy KS-B if 120gb hdd is good for you, or w8 for any LE sale. Install HestiaCP (it have roundcube client) and go full email hosting if you dont need webhosting and other things.
Also any good VPS or VDS with more than 6GB ram works. Atm there are quite sales goin on LeT
What is the budget, if this is for email only I could probably do you an package on StackCP for that.
