I plan to build a discussion forum. The budget is no more than $5 per month. The hard disk needs to be around 50G. The monthly traffic consumption may be less than 1T (under two-way billing). The network conditions are good and the international connection is good.
It would be even better if it was an AMD CPU.

Have a look at ddps.
I use them for my JP VPN, python discord bot (yes another) and I plan to setup pangolin to close up a few gaps. So far been very reliable with maybe one or two blips to international destinations (specifically Host-C... Which I need to investigate)
They are Ryzen as well with 10gbps shared links.
Be warned... It's almost entirely in 日本語 so I hope you've brushed up or you're good with a translator.
I've yet to raise a ticket with them in the 4 months.

Thank you! I looked at it and it's beyond my budget. Although 1c2g can build Discourse, considering the increase in forum users in the future, VPS needs to be upgraded, which is more troublesome.
Here's the thing... KYC and apparently those plans have no refund.
And I've already raised a fuss about being KYC'd and they wanted way too much. I've had it explained and if I did put through an order they would do it but I'm still stung by it and whilst I'm not OP... Can't recommend.

Why not start small and see if you need to upgrade? You'll be hard pressed to find anything except green cloud and maybe hosthatch as well... (Would have to login to see prices).

I didn't get KYC'd with ddps and I certainly did not get KYC'd with hosthatch when I had my monster 6 core kvm in TYO8 either. In fact I had never been KYC'd until GC.

If you are looking for a encoding machine, go for any other location and specific providers

You’re asking for a server with those specs in Japan for USA/EU-level price point. No offense but raise your budget, potentially by x2. Japan is NOT cheap.
