Looking for providers in Estonia, Finland, Sweden, Denmark, Norway

Hi, I am looking for providers with VPS in these countries: Estonia, Finland, Sweden, Denmark, Norway.

The disk is not important (minimum 10 gigabytes), the traffic limit is important (minimum 15 TB/month), and the price is not more than 5 euros per month (including all discounts, but the discounts should be for at least six months, or better forever).

I'll be hosting a VPN/proxy to bypass Russia censorship, so it should be not banned in the hosting ToS.

Thanks for any suggestions.

    @tentor has services in Sweden and explicitly allows VPNs :)

    Unfortunately not within your budget due to bandwidth requirements but maybe @tentor can do something about it :)

    @tentor looks really good, the only problem is bandwidth.

    I've checked reviews about @VPSSLIM, and it seems to be an unstable and unsafe hosting.

    Not the best support-wise, I know that, but it's been fine for me at least.
    A few Russian providers upstream to them in Estonia, and they don't face those network issues. I still think those are probably related to the VPS host nodes and not their network/router itself.
