Ones included in the post ipv6 only are:

IPv4 is £1 more, so IPv6 is just -£0.50 off any plan as the discount also applies to the £1

The RAM is too low for that CPU.
This will struggle to run Windows even with another 9950x core due to low RAM.
OK, I am a bit confused with various options, how much would it cost to have:
4x 9950X
8GB RAM
160+ GB storage

Wait, In order to check the servers and the information, I have to add 5 euro in the wallet? or am I not clicking the right link?
KVM-R9-8 would be the right plan for this. £24/month including the discount but it would be 3 vcores with the upgrade. I could add an additional 4th core for an extra £5/month if you wanted.

There is a limit of one type of upgrade per person.
Ie you can have a VM with extra bandwidth and a vm with the extra core.
