You'll have to go direct with WHMCS.
I don't think there's much in the way of 'external WHMCS' resellers anymore.

It is against WHMCS rules to have external resellers, so you won't find any. Your best option is to go with them directly.
i need just license not the reseller but from the reseller
As Vlad and Francisco said, your best bet is directly get in touch with whmcs for bulk pricing.
WHMCS resellers are not allowed to issue licenses for external services.
It must be combined with a hosting product.
