From my personal experience.. that discount is keept on server transfer. Some of let users were losing the discount.. but 90% of cases the discount will be kept.

are you using the 6.8 or 6.11 (opt-in) kernel?
how do you bench the system, on the host or inside the vm?
Maybe allocated to much cores and there is some steal visable inside the vm (in top "st").

Also, make sure the P-state driver is working properly. You can try testing if that’s the issue by disabling P/C-States and setting the power profile to Performance in the BIOS.
It’s also a good idea to disable Intel’s power-saving features related to virtualization, like Intel Boost power-saving mode.

I think it was available in LIM for a very short period, but Rise-S is rare too nowadays
