But... .NET and SQL Server can run on Linux, can't you just include them in your images or container?
Linux should work for both.
.net and SQL server are both cross platform.

Mentally strong people host .Net Framework and SQL Server on authentic Windows Server systems, configured with Domain Controller and monitored by System Center Operations Manager.
better to ask the client for their OS pref, there are some libs which only work on windows. Majority of them will run on Linux.
