Low budget dedicated server in EU

I'm still completely new here 
I'm looking for a dedicated server in EU or non-EU, but with good speed (more due to the quality of the connection) in EU, I will place 4-5 VMs (for monitoring software), nothing special.
Requirements:
32-64 GB RAM
2x500 GB SSD or more
1+4 IPv4
1 Gbps (30 TB or more)
*Low budget
*I'm most interested in instant setup, OVH or Hetzner resellers are also suitable

A few euros is not a problem, it's just that the disks are small and most likely DC SkyLink? I would like to do without it, since some of the equipment is housed in their data center, so I want to place the monitoring system in a neutral DC
