Can shared VPS be used effectively for shared hosting, considering fair usage policies?
I'm planning to offer shared hosting in the near future, and I’m considering using a VPS for this purpose. However, I’ve noticed that some hosting providers impose fair usage policies on their shared VPS plans, such as limiting CPU or RAM usage to around 15-20%.
From your experience, is it feasible to offer shared hosting with these types of resource limits on a shared VPS? How do hosting providers manage shared hosting on a VPS, and what strategies do they use to ensure smooth performance without exceeding these fair usage limits?

Cpu usage restrictions are fine. But restrictions on RAM is unacceptable, because RAM is dedicated. CPU, storage and bandwidth limits & type of content hosted by the shared hosting user is all that matters.
Generally speaking, as a VPS customer worrying about CPU limitations shouldn't be a concern really. Your host should reach out if it's ever a concern.
Get a VDS, i would recommend netcup rootserver, its cheap, dedicated resources and they are generous on storage. I have 8 core 16ram 1TB nvme for 15.6€/m and im very satisfied.
