Depending on use case, if its a website just buy a server from Hetzner/OVH (Anywhere) and buy 1 or more dmca ignore vps to proxy it
Much cheaper with typically a huge performance increase for less price

for the proxy server, 8T NVME is not a regular setup, because DMCA server usually just for traffic tunnel, i understand you may want use cache on proxy server, but 8TB for cache is not a normal setup, you can try contact https://lyrahosting.com, these guys provide DMCA free dedicated for a long time, however 8TB NVME gonna cost you far more than $150

check DNSProxy they work can configure additional layer behind CF, or go with BlazingFast/Koddos
