Need 5 domains - at max, with at least 3 e-mail accounts per each domain, but wont go above 10, at least 100mb storage for each e-mail account.
Location can be anywhere, plus for .eu.

Data processors must be clearly named due to GDPR, so don't even think about a white label service in EU. Especially not e-mail!
By knowingly, intentionally hiding or obfuscating the data processor, you are subject to administrative fines up to 20.000.000 EUR, or in the case of an undertaking, up to 4 % of the total worldwide annual turnover of the preceding financial year, whichever is higher.
Beware of those whom are offering reseller packages without an accompanying data processor agreement!

You can conclude a data processing agreement between you and the actual hoster. Article 32 GDPR
Many providers in the EU offer such contracts.
You do not need such a contract if it is only for emails as the provider does not process any personal data for you. For example, you do not need to conclude such a contract with gmx or other email-only providers.
