  • If it's not harmful to people, I'd suggest Shinjiru, Njalla.
    There's also XUID.ru, but if it's not verified, your domain will be suspended after a year.

    njalla themselves are more of a threat than a government demand. they will nuke you at the first sign of moral disagreement even if the harm is imaginary

    Public Interest Registry (PIR) is the sponsor and Identity Digital is the backend provider for the .ONG extension.

    Registration Eligibiliy Requirements:

    (If it is determined a domain does not meet all these requirements, PIR will delete the registration for failing to meet Eligibility Requirements)

    Yes, I've hosted with them. Never got domain taken down. Now-a-days nicenic.net though acts upon and suspends domains, but earlier they were great. Rest all others are still reliable to host free-speech, and register a human rights ONG domain. China is big no-no for human rights IF you are writing content about China. rest is fine.

    Asia is somewhat insulated. Had good results with nicenic, eranet, gname, alibaba. However, not for illegal or stuff against "government regulations". No provider will take that liability for you, unless there is some big $ bribes changing hands.
    Best to check who is the NIC for a TLD and what networks and organisations run the root DNS. Some interesting ones:

    .kn
    .ma
    .wang
    .pw

  • Many african cctlds (e.g., .td, .ke) meet your requirements. You probably also want to make your website available on tor and add a link to the .onion address.

    I don't trust TLDs from African nations. I thought about registering a domain name in Belarus with false data. I don't think they'll care about US laws (DMCA).

    Be sure to check their additional requirements.

    I know that Belorussian businesses must use .by TLD (required by law, hence some time ago they had to move from .com, .net, etc.), but unaware of other details.
