There're plenty of Iranian VPS providers, for example: https://mizban.com/vps/
Look here and check every ASN marked as hosting or business. Most of them have website listed.
Up until recently would see lots of abuse from the provider Arvancloud but as of writing this reply they don't seem to offer compute in their free tier any longer, which explains the decrease.
Why would you want this? I can give you a server with a real Iranian IP, but what would be the real purpose behind it? It's blocked nearly everywhere... you can get in serious trouble... Well, not you, because I don't take any information from my customers. But, hypothetically speaking, if you did something IL>IR related, my contact could quite literally get in serious trouble.
Message me regardless, maybe I can put you in touch with one of the guys. If you really want it to be physically located in .IR, but the IP's themselves are .IR registered.
