Does no-torrent ToS count behind VPN?

I'm almost certain this is a dumb question but I want to make sure. Let's say a VPS provider says "no torrents" or "no illegal content" (which I assume means copyrighted torrents). Is that ToS still violated if the torrenting is done through a VPN?

It seems like it wouldn't change anything but I'm wondering if protecting their IP address is really what they're worried about.

    Technically, Yes.

    Yes. I have done this for absolutely legal Linux ISOs behind ProtonVPN and Cloudflare WARP and other than high bandwidth usage during download, everything was fine.

    About seeding, it can be painful due to wonky portforwarding settings(limited support with Proton and none at all with WARP).

    That said, make sure its absolutely hardened through something like Gluetun and not just a toggle desktop-client like toggle button as they're prone to failure.
