I don't think you will get a 1Gbps full dedicated port in this price range. Because 1Gbps dedicated port itself costs around $150-200/mo if I'm not wrong.
buy a hetzner auction server = $50 ( 1Gbps dedicated port )
buy 5 cheap DMCA VPSes, each 200mbps guranteed, easy to find for $10, if you can find higher bandwidth, you need less VPS, setup reserve proxy and do a DNS round robin
