I want to buy a dedicated server from Hetzner but it is a headache to register, get your account verified, do manual verification and all those bla bla bla so I don't want to buy straight from them. Wondering if anyone do resell those. Thanks.

If you're going to pay the upcharge to a Hetzner reseller, just buy from another host, who generally are more abuse friendly.

No, but adding a few % to target clients who can’t pass Hetzner verification and have them on Hetzner servers, on a large enough scale, I feel with almost certainly risk other clients with enough abuse.
also 90% Hetzner resellers are actual 16 year olds kids, from my past experience
