I wanted to do a contest, on our current sale thread, who can install windows 98/me into a vps @ host-c ( as some have idlers ), so before going the distance, I checked with trusty GPT4.
Now the project died as we have to modify a ton of settings Promxmox side so users can manage this, with all said, I cannot help myself posting this:
Install Windows 98/ME
Boot from the ISO.
Run fdisk to create a partition and format it as FAT32.
Install Windows normally.
I just spent about an hour trying to run in my own Proxmox setup simulating the setup you did on your Proxmox guest, but Windows 98 should be quite hard if not impossible given that you used VirtIO and there's no official support out there for this driver. (Some other setup will be possible but our assumption now is not changing anything from Proxmox Host)
Windows XP should be quite possible given time but let's see if I have some time to play around.
Precisely that is what we encountered also.
But again, love the part when you have to format stuff in fat32 - epic

Regarding the internal LAN
I will accept a max of 5 Beta Alpha testers as of now, well, tomorrow, but enrollment starts now.
Rules of engagement:
1 - Must have a minimum of 2 services with HOST-C ( regardelss if it is IPv4, IPv6, IPv9, IPTV
)
- in other words, no abuse, at least not for the moment 
2 - LAN will be via IPV4, for the moment we will assign you the IP's for the LAN to set up, you might change this in the future, but don't ask me when, as for the moment we have other stuff to worry about
2 - LAN traffic might be interrupted as we are still messing this shit around, so no crying here or wining or.... you get my idea
3 - traffic will not be metered, but if I see 89876468768TB in 1 DAY, I will cut you down to 1 MBPS
Speed will be limited to 1 GBPS for LAN
If you think you have nothing better to do with your time and are bored of porn / other, then DM me and I will take it from there.

Med;s aren't helping, so I forgot
LAN is via a separate ETH card, this is the setup it will be in final version also, as I do not wish to mess around with existing config you all have, plus this is the way it should be, it is LAN/private not wan/public interface.
So you do not need to modify anything, we will just add a second NIC to your services for LAN.

We still need to fix the accounting of traffic as soon as we activated the setting for some we saw that lan traffic was addded to global traffic and that is not ok.
After I fix this, I will process the remaining requests
