While I doubt ill ever need it, direct access to the facility would be a bonus, albeit unlikely for just a 3U stack

CrownCloud has the cheapest starting price that I've seen on the west coast (LAX), but you'll be paying more for extra bandwidth.

A lot of companies are flexible, but getting 100TB @ 10G on a 1-3U colo is going to be much hardware to find at a cheap price.
