Your ip still gonna be in the swarm even if you don't seed, I personally wouldn't do public trackers on a hetzner ip.
Download linux iso as many as you want. Or you speaking about illegal stuff

Hetzner is brutal. What you download doesn't matter, they scan their IPs for any vulnerabilities, open ports etc. When (Im not saying if) you will get caught doing torrents, they will just suspend your server.
I wouldn't risk my account for this. I did pretty stupid stuff on Hetzner servers before and today I can clearly say, I wouldn't use Hetzner even for my legit use cases.

They recently started sending emails out to clients who are torrenting anything on public trackers (could even be actual Linux ISOs) so as long as you're using private trackers it's fine.
My 2yo private tracker seedbox disagrees with you.
It's a dedicated server, not a VPS.
Same, I've been using hetzner auction boxes for (private tracker) seedboxes since early 2017 and I've never had an issue.
Just use vpn with it and you’ll be fine.

Private trackers is not 100 %. VPN should be close to 100 % if it’s a good VPN and you’ve configured it correctly.
how to do that using wireguard?
I use LinuxServer’s wireguard and qbittorrent docker image in the same docker compose.
I think I found someone wrote a guide quite similar to my setup before but somehow I can’t find it now.
And remember to set qbittorrent to only use that wireguard network interface so that leak wouldn’t be possible.

+1. A lots of friends and I are use this setup too on cheap Kimsufi servers. You can order Torguard plans with 70--75% discounts. If you sign longer contract (e.g. two yrs) they provide more discount. And it is recurring so if you can grab a good deal, you can easily renew it on the same reduced price. And Torguard provides the port forward ability so you can be active. However without port FW still works well, some friends share one account on Torguard and works well.
hetzner has monitoring, also if you are just downloading.

i see lot of people recommend vpn service like Private Internet Access, it can force the BT traffic go through the VPN, is that good?

I got one of these the other day - I've never installed a torrent client on that box and I shat myself thinking someone had hacked it.
I asked them if it was an actual copyright report that triggered the e-mail or just that website showing stuff. They came back with this:

That website is notorious for being wrong. Anyone that actively torrent, check your IP and you'll realize probably about close to half of the listed stuff ain't stuff you've downloaded.
I wouldn't risk it even with a VPN on Hetzner. One mistake, 1 leak can lead to "No Hetzner for you!"
Or it can be the stuff your neighbor downloaded via your Wifi
