Looking for - 60TB HDD Server / 100TB Bandwidth
The server must be in Europe or the USA, I don't care, it could even be a VPS.
Minimum:
2 CPU 2.5 GHz or above
5 RAM DDR 4
60 TB HDD
100TB Bandwidth
It could be a VPS or a smaller server, the most important thing to me is the 60 TB HDD.

If you choose the 50TB drive, this is almost $1/TB and they are on ZFS so you'll never find anything cheaper. To do the same with bitrot and N+1 failure for 60TB usable space after formatting, you need at least 80-90TB drives.
