Try @cainyxues, he has done some work for me and it was quite good.
Otherwise; try Dominic from SkinMyForum.com and check his availability. He is the most talented designer in the online space when it comes to creativity, and he works with WHMCS directly. (EDIT: does not install WordPress, etc. does the actual theme edit)
Please note that he is on the pricier side, though.

I can't say for sure about him, but from my own experience I can say that somewhere between a week and a month/two, it really depends on the workload, how much free time he has for a new project, etc.
