Nah. I think the no transfers helps discourage people grabbing deals they don’t need. Also it’s Greencloud support who is going to have to wear that overhead down the line and I’m not sure they know who it applies to or not.
The VIP memberships not fixed too, new people have been added and presumably people can drop out.

I think this is 100% true (and coupled with the VIP tier) - it has helped preserve some sanctity for the dealz here at least for these flash purchases.
One challenge that seems to remain (and words of caution have been issued) is that somehow (whole) account transfers seem to be a thing (which is why "requires active service" condition was imposed).
Increase the cost for those who attempt to register a new one and sell the email instead of pushing

It is (or should be) an outright ban. Can't get any more severe. Detection is still a challenge.

NDTN has noted they have some ways to detect this and ban the accounts in question. So yeah, it’s a possibility, but they have indicated they have some means to manage the issue.

Transfer services are necessary; absolute banning is not a good solution for scrapers.

I actually don't know but there's something about how much nonsense you post here. Which is why you'll see me posting all kinds of nonsense (mainly math, which is nonsense to 99% of the people) so that I get to remain (assuming I'm in, but I don't know) in the VIP club. I still haven't quite figured how to use those privileges to get deals most of the time, but I still feel good that I belong somewhere with other hopeless acquirers of mission critical services for the greater good of global humanity.
If monitoring costs aren't a concern, account transfers seems not to be a problem. Last night before bed, I saw comments about account terminations possibly due to account transfers, so clearly Green daddy is working hard to regulate this

It was actually PDP (Perpetual Domain Purchaser or maybe Purveyor) but then it became PDP (which is supposed to be some ancient Greek computer from the 5th centurey BCE) so he removed the first P and made it just DP - he's a Domain Purveyor of fine high quality domains and you should definitely reach out to him for your needs for the critical-world-relay-mission (esp. if you think you need domains for each country/POP and you begin competing with CF or Bunny).
He's in cahoots with the thin guy in running this place. So let's be a little careful in not offending him just in case he denies us participation in the mega incredible yuge 1M view something that is going to popup soon.
