This provider in Azerbaijan, but for some reason, not all Turkey vps have good ping with it~, idk why.
Lowest would be getting a server in Azerbaijan. The cheapest you'll get is with Gcore, but they don't sell their Basic VMs nor VPSs there anymore
(so unless you want to pay big price? they have hourly billing too)
Next would be Moscow, RU. Here's a globalping measurement

About getting server in Azerbaijan, also buyed before Delta Telecom server for 25-40$, but... very expensive for 2vcpu and 2GB ram.
