VDS is a tricky choice.
I use berohost 9950x 2v cpu at 5.99 euro as my primary server which I use for encoding on most occasions. Berohost doesn't promote it as VDS (haven't found anywhere) but what I found was upto 60-65% usage, they don't mind. So I program my vps to be generally at 50% of usage while bursting upto 85% on occasions and 100% only in critical demands.
Above serves me very well. Whilst it's not probably VDS (not sure) but at cheaper rate, I can make it work. Even though VDS suits me more, but value to price ratio points me towards shared one.
I am trying to find alternative to above from a different provider to diversify.
If it's around $12 for dedicated, then people will opt for shared cheaper one and abuse. Hence you need to be clear upto what extent you are allowing upto what usage. If they exceed, throttle them for few days and then lift the restriction.
if you open 9950x package (shared), I am more than willing to buy it. Do let us know when you make the stock available.

Regarding Ryzen:
We have a situation where half of our Ryzen nodes are 192GB RAM (our original deployment) and the other half will be 256GB RAM (new servers being deployed from March onward).
We'll maybe have the Ryzen nodes with 192GB act as VDS nodes, and the 256GB nodes will act as VPS nodes. We're not entirely sure yet.
Either that, or we'll treat them all as VPS nodes and put the higher CPU users on our older 192GB nodes. Then we can eventually schedule an upgrade for our older nodes. Right now, we're still determining what the best path forward is.
No plan for 9950x in Nuremberg ?
We are at power capacity, so it'll likely be 1-2 months at least
We will likely move of colocation racks to a new datacenter in Frankfurt/Nuremberg in the next 1-2 months, then we will be expanding our Ryzen lineups there. More KVM Premium availability and higher network capacity will also come then.
We're also not really looking to expand our colocation presence with @Hetzner_OL due to reports of seemingly random account cancellation notices. We, and many other companies, are worried it’ll happen due to the frequency of which it’s happening and we can’t just move our infrastructure with a 30 days notice.
We anticipate 9950X availability this week in Kansas, Johor, and Miami. We'll announce final plan pricing shortly, but we will start out with doing VPS and see how it goes.

I think if we did it now, there would be too many customers on unprofitable plans, otherwise I would have done it for the lols.
