To be fair, most providers bank on the fact users idle their systems a lot.
That allows them to cram more users and $$$

There are so many floating examples. But steam is not so bad if you don't have a business critical app. Does it matter of a user experiences a 2 second lag to open the page.
Some are well known and not really welcome in LET. But it's also possible that the node you are in is crammed or specific product you buy (super cheap deals) puts you on a shitty performing server. Best you can do is create a ticket and ask them to fix it.
That's why it's never good idea to pay more than a year to any host. Actually paying for a year is only acceptable if there are good deals of good brands.
