We are looking for dedicated server with:
Ryzen 9 7950X(3D) or Ryzen 9 9950X
192GB RAM
2x 2TB NVMe or more
Bandwidth: Dedicated Unlimited 1Gbps or more
Option to purchase additional IPs (we will be reselling the services)
Location: Almost anywhere in European Union
Budget: 130 - 150 euros net
We require to be able to pay with Credit Card or SEPA transfer and we need invoice for tax purposes.

I think your only option would be hetzner. Any other healthy company won't offer you that for 130-150 euro.
