If I buy server in location that have laws that “allows” to host copyrighted content (Netherlands, Luxembourg, Romania, HongKong, etc), I am aware that locations do have different laws, but just generally speaking it can be considered as DMCA ignored right? Thanks.

DMCA ignore? sure there are many... bulletproof? there are just a handful and they are costly...... many advertise DMCA ignored, bulletproof this and that and one single notice from any "big" company you will booted off and worst might get your data hand over... I have seen tried many hosts that claim to be whatnot but most of them are just marketing gimmicks. The one i am using from years is buyvm and it's also sold off to another company and will they remain the same as they are or were, will get to see.... Buyvm doesn't advertise DMCA ignored and use the marketing gimmicks used by "other" wannabe hosts. Specially steer clear if you are going to host "publicly" accessible KMS for microsoft products as it's the best way to get you terminated even with Romanian underground and aboveground hosts.

All of the countries that you've listed adhere to copyright law. Something that most people forget is that DMCA notices also double as a notice of copyright infringement. If you receive a notice that says something about DMCA, it's likely about copyright infringement.
The difference is the level of enforcement, some hosting providers will not enforce anything unless they receive a legal notice from a government or lawyer (or will make copyright holders jump through hoops).
It's quite funny that a provider offering DMCA-free hosting knows jack shit about copyright laws.
In both the UK and EU, copyright is automatically granted upon the creation of an original work, meaning you do not need to register it. It applies when the work is fixed in a tangible form and is original, meaning it reflects the author's intellectual creation.
Only trademarks and patents need to be registered.
