When it's down, it's down like bottom of the barrel cheap provider.
I don't know the use case to be honest. I used it for watching movies but from time to time, it had down time so moved away.

Just use any other VPS provider. If you are using Private Trackers to download it, it should be fine. If not, just use a VPN.

I think you misunderstood. I had zero expectations and was fairly surprised it reached that speed at least once after all the overselling and the port being blasted left and right all day.
iHostArt is not a provider at LowEndTalk. Their tag was removed. The reviews here go as far as loosing more than $22.000 to that provider. If someone is their customer, it means it is their problem for not reading reviews or searching the provider online.

We stopped providing services to Calin, didn't pay. He blamed us for problems with DDoS protection even though he uses cheap MikroTik routers that cannot handle GRE.
He ignored our suggestions to use different devices.
