Basically this.
In my experience, buy a ryzen 9900 or 9950 cpu vps, and run it under 75% of max load.
It may give better performance than some VDS out there which will be on costlier side.

I am on windows so using above. I put it around 75% for all the aggregate processes usage (you need to define allotment of high cpu hungry processes individually if multiple apps are there) and the vps throttling from the provider doesn't come in to play hence.
I generally use shared ryzen 9950 or genoa 9454 so even 70% of these processors are much faster than other series even if dedicated (as per my experience).
