Yes, you can choose Windows OS auto install during the order process but you need to bring your own license (they'll install in your server without a license).

I gave it a try for a few days in their NYC data center. Windows running on a 16g instance saw disk wait times exceeding 6000ms. Support said this is to be expected in a shared environment and they moved the instance to another host node where performance was even worse. This was on their stock OS install with nothing installed.
The positive is they honored the full refund.
