I need some High Memory with lowest possible cost. I need 700+ GB of RAM. Also good CPUs.
I need network speed above 5 Gbps and 2 TB network usage. Also at least 1 TB storage.
Note the charging should be hourly.

Hourly billing will be problematic.
@Vultr or only big cloud platforms come to mind. Most smaller providers aren't going to provision that for an hour.
I feel like a lot of other providers have said people arent interested in it so I've kind of delved into it. Not fully flushed out but I have a working prototype thats improving everyday. Although I dont have the free capacity that the OP wanted. Perhaps I can invest in more $1/GB machines and setup block storage for him.

High RAM, low cost - ByteHosting often offers high RAM packages. I personally have not used them, but I also haven't seen a lot of complaints over the last couple years.
14GB for under 10 euro seems to be their usual jam.
