HF radio can communicate over long distances by bouncing signals off the ionosphere. To get (very slow) internet connectivity, you can use digital modes like Winlink or ARDOP

How far off the coast? And how close to a populated area?
If you were within territorial waters then Starlink would be illegal, but it would still work.
Generally 4G/5G is decent in populated areas, less so otherwise and obviously depending on how far away from the land you would be.
