Are your looking glasses correct?
The Salt Lake City one gives 38.92.25.249 and the LA one gives 38.92.26.249 as test IPs. It actually looks like these might be the same location but different networks, as the timings are similar to each other, but also up to 10-20ms different to each other.
But e.g. ping times to LA is around 14-15ms for both, which suggests they're probably both in SLC.

Depends on the destination. Each looking glass is located in the corresponding location. However, SLC is also directly connected to LAX and vice-versa so they may share certain routes. If you have any specific route questions or inquiries, please open a ticket and we'll assist.
I was using ping.pe and ping.sx to look at ping times from both test IPs (found on those two pages) into Asia, and happened to notice that the times to all locations in the US (even LA which should be very low if it's LA-homes) were about the same from both IPs.
Probably not worth me raising a support ticket as I've just realised that only the 7950X is in LA, and that's way out of my budget, but just thought I'd check it with you anyway as it looks wrong.
LA has the wrong IP listed. We are seeing around 1-2ms in LA. We'll correct the details for that LG. Thank you!

It was never explicitly ruled out.
Even this latest comment isn't an outright "no, not ever" and could be interpreted as just no FS-A right now.

Simply put, after looking into the logistics, we realized the FS-A package isn’t something we can offer right now due to hardware availability with any sufficient quantities.
