IIRC GreenCloud will do BGP (I think they mentioned for a one-off fee on the promo packages once, not sure about regular packages) @NDTN
hosthatch provide BGP session with $10 NRC and no MRC, suitable for op's usage

Vultr, HostHatch and Misaka are solid choices in Singapore. HostHatch and Misaka both announce through GSL, while Vultr has more support for traffic engineering with BGP community passthrough.
10TB/mo transfer on HostHatch is $39/mo which is pretty cheap for Singapore and GSL.

HostHatch charge a $10 one-off setup fee per VM and/or location, but I don't think any monthly expenditure floors exist. @hosthatch ?
