If you consider long term, then it's fine I think. But just for a year or so, then nah.

Depend on your needs, HA doesn't only for reducing load but also for when one of your VPS is down or deadpool, your app would still run. Or would you say the classic "I lost gazillion dollar because of the downtime"?
As for worker, like queue processing (sending emails, processing data export/import, etc) will be much faster if you have multiple rather than only 1. I work with event-organzier and provide them with the system, so they need fast data processing (ticket scanning, notifications, etc), specifically when the day of the event.
This is only my view, idk about others.

I used a few refurbished ones a couple years ago for my friend. Still works like a champ. Ended up getting almost a like new disk.
As long as it's manufacturer certified you are good to go.
