    Contrary to popular belief, this is perfectly legal and permitted with full knowledge shared with both the plane pilots

    Also, standard operating practice at many US airports apparently. Not quite this extreme, but I remember watching a video where the pilot landing decided he was going to do a go around because the guy on the runway was really slow getting his ass off the runway, but then didn't end up aborting and took off anyway. (Maybe this is the same incident). And the ATC guy was getting really cross at the landing pilot for messing up his sequence even though it clearly woulldn't have been safe to land because of the slow take off.
