    It is a signle dedicated physical core (2 threads). Sounds pretty dedicated to me.

    GB6 multi core score should be higher if is dedicated physical core.

    No, I mean the 2 vCores are pinned to 2 threads of a dedicated physical core. The multi-core score increase is from hyperthreading, about ~20%.

    My guess is that this is a commitment from the upstream supplier, which they are passing on to you for delivery.
