Thanks for your interest. Unfortunately, we cannot discount IP addresses further or offer them as free upgrades. IPv4 addresses have significant acquisition costs at auctions.

I totally respect that you can set your pricing however you choose so please don't misunderstand this follow-up. As a happy existing customer I mean no disrespect. Mostly I just want to make sure my request wasn't mistaken considering what I think I see on your website...
I totally get & respect that purchasing IPs has a cost associated with it. But so does bandwidth... And unless I'm misreading this promo offer, you are offering a free upgrade of an ADDITIONAL 200TB of monthly transfer, right? Well according to your website, you normally charge $74/mo for "200TB Monthly Transfer on 10g fiber port" and you only charge $10/mo for adding a /29 block if IPs...
What I was asking was instead of you giving me an extra 200TB of transfer which has a $74 value, would you give me a /29 block of IPs INSTEAD which you'll only charge me $10 for if I add it to my server.
I honestly thought I was making you an offer that was better for you than me! haha
this should be extremely easy to understand - each IP costs 50c/month (/24 costs ~$120/month, I'm sure larger hosts have slightly lower prices, but it's not much lower since contiguity also costs) just by existing, and if it's assigned to a machine it can't be assigned to any other. the price is also going up every month.
on the other hand, ~no one is using 200TB/month of transfer, especially not an additional 200TB, prices are going down, and a host/ISP doesn't pay for a "TB" of transfer at all, they pay for 95% commit bandwidth or whatever, creating a much much vaguer economic link between the benefit and cost of this offer.
