    I prefer to use click scroll instead of using the mouse scroll wheel.

    Nope, it's not a mouse problem.
    I have no such issue in Firefox or when using Brave in GNOME.

    Happening with both mouse scroll button? and keyboard arrow keys?

    I wonder if he has tried turning it off and on again at this point :)

    May be you can check brave settings.

    go to brave://flags and search for scroll..

    MariaDB?

    A single server for mariadb + postgres, with couple of DBs ranging from 400mb to 1gig

    intersting. I enjoy using postgres, usually my go to for personal stuff
