  Someone explain this to me

  When the vps is not really using a lot of cpu resources I see the steal rise to 10-15% but as soon as the cpu starts getting clobbered the steal falls below 1%. Is this behavior weird?

  I keep getting Fraud Check for these promotions mentioning as high risk. Same happened on NA - Christmas Special #3 as well. Can you tell me what are the possible reasons?
