The cheapest I get is $3.75/month and the coupon doesn't make it any less.

Has been like that forever AFAIK. I guess cheaper because they don't have to tunnel back that money from the US to RU.
All transfers go through the CIS countries and then to Russia. From Russia it is even easier. Everything is simple now. Everyone who does business on the internet has had bank accounts in these countries for a while.
What used to be done in one step is now done in two. The result is the same.
They discontinued their last promotion. I used one of their (promo) VPS plan more thane 9+ months, but in December they set it "unrenewable" ("This VPS plan is not renewable") on the control panel. I got an email about this decision three days before the VM's expiration, deletion. It was a monthly plan (I paid by month to month). I tried to contact with them to find a solution to continue the same/exist VPS plan (if it possible with the same conditions - resources, pricing), but sadly there was not.. I don't needed more resources. I chosed the mentioned plan because needed this. When I order a VPS, usually thinking in long terms, but I prefer the monthly, or short term payments. The VPS was reliable, but this attitude was really uncomfortable for me. So my experience is really "ambiguous" with them.

I have recently checked the account and it was something like -0.93 but I definitely had at least 6usd left and the vps was set with auto renew off, plus there was confirmation of a refund being processed on the e-mail trail, so in advance, don't try it

Yes, it was a recurring discount / promotion. But they changed the promotion terms, not for only the new orders/customers, but the old plans/customers too which is so strange for me.
I used it 9+ months (Since 2024 February) before they decided to discontinue.
