More expensive than Romania, but you can get something for like $12/yr in such locations, it's just pretty hard.
For Poland, cheapest I've seen is @virtono with IPv4 for like $9.49/yr in their flash sales (without VAT, if it's not applicable to you)
I find Austria extremely hard to get cheap deals in. Only provider I've got deals from is @alwyzon, but even if the deal is not that attractive, their stuff is premium so idc, I buy it regardless lol.
Oh, and of course @Hosteroid, but I don't have anything in Austria from them, I just don't like the transit blend Zayo has.
For Vienna, I also know about https://black.host/cheap-unmetered-vps-hosting but haven't tried them out, and way out of your $7/yr budget lol

And even then, IONOS network in Madrid is garbage (IMO)
