Just needs to fill in the following:

Comment ID of your giveaway post
Keyword to match in user's posts
End time of the giveaway

After that you get a list of eligible usernames!

Additional features to filter out new users:

Minimum number of comments in non-offer threads (can filter by earlier than certain month/year)
Minimum age of account
Whether user must quote original post*
Whether user must thank the original post

Feature will only open to whitelisted users.
